During the government’s suppression operations, a large number of innocent civilians were killed. The incident was triggered by the shooting of civilians by the police during a March 1st Independence Movement commemoration event in 1947, in which six civilians were killed. This led to a general strike led by the South Korean Workers’ Party, mass arrests and brutal crackdowns by the police and the far-right paramilitary group Seobuk Youth Corps, followed by the armed uprising of the Namrodang, the declaration of martial law, and the scorched-earth operations in the mid-mountain regions. Later, during the Korean War, preemptive detentions and summary executions also contributed to the tragedy. Many civilians were unjustly killed during these events. The incident is considered to have come to an end in 1954, when the restricted areas around Mount Halla were fully reopened to the public.
